Chinese OEM Seabright has announced a Windows CE handheld computer with built in gaming controllers and an external, rollup keyboard. The SBE-PC430 includes a 4.3-inch display, 533MHz ARM processor, 128MB of RAM, up to 4GB of flash storage, and optional GPS, according to the company.

It's fair to say that the SBE-PC430 may only exist as a 3D rendering at this stage, since the company's website says the device will come with an optional DVB-T (digital versatile broadcasting television) receiver "if there's enough space in the mold." In addition, the illustration (above) not only shows a high-resolution Windows XP desktop on the device's screen, but also sports an Intel Inside sticker!

The handheld is likely more than sheer vaporware, however, given that Chinese vendors have a track record of creating gaming-oriented devices using Windows CE. As examples, we cite the Kinewi KW-GM4306TG, the Newman Newsmy MiniAll VX1000, and Shenzhen Zhuangjia ZJ-PMP-PC, pictured below from left to right. These earlier devices all touted their inclusion of Pocket Nester, an open-source emulator that reportedly lets Windows CE devices run some video games designed for Nintendo's NES/Famicom handhelds.

For its SBE-PC430, Seabright has devised a clamshell form-factor that opens up to reveal two joypads, a webcam of unspecified resolution, and what appears to be a relatively large monaural speaker. The device is said to have a 4.3-inch display with 480 x 272 resolution, but touchscreen capabilities were not confirmed.

Also pictured as part of the SBE-PC430 design is a flexible, rollup keyboard. Similar to those now widely available for $20 or less, the keyboard apparently connects to a provided USB port.

According to the company, the device has a "network port," optional WiFi, and available GPS based on the SiRF starIII chipset. Rather than "Intel Inside," the handheld has a 533MHz Samsung S3C2443A CPU, 128MB of RAM, from 1GB to 4GB of flash storage, and an SD expansion slot, says Seabright.

As we've mentioned, digital television reception is a conjectural feature. The device is also said to include standard Windows CE viewers for Microsoft Office documents, Windows Media Player, a PDF viewer, a web browser and email client, and a Skype VoIP client.

Features and specifications listed by Seabright for the SBE-PC430 include:
        • Processor -- Samsung S3C2443A clocked at 533MHz
