Bluefire describes the kit's three components as follows:
- The Development Kit includes header files, API documentation and reference implementation for testing, and offers InstallShield extractor installation on the development platform.
- A VPN Driver installs a binary package via a .cab file with the customer's VPN application, while an API DLL provides a number of user-friendly functions, including log in to, and retrieval of, policy store session status, registration of connection status callback, establishment and disconnection of the VPN tunnel, and retrieval of connection statistics.
- An optional VPN Client application, installed via a .cab file, can be used to configure connection settings.

"The Bluefire VPN Development Kit's API, device drivers, dynamically linked library (DLL) and Ipsec-compliant VPN allow for fast, low cost development of mobile applications, and for easy, auto-launch deployment with the client application."
